Poster Description:
SY21B: Collaborative Data Management with Indigenous Partners: Reflections from the Exchange for Local Observations and Knowledge of the Arctic (ELOKA)
The Exchange for Local Observations and Knowledge of the Arctic (ELOKA) facilitates the collection, preservation, exchange, and use of local observations and knowledge of the Arctic. ELOKA partners with community members and researchers engaged in community-driven research to build capacity and develop tools to ethically manage and share knowledge. An increasing focus of ELOKA’s is on capacity sharing through a network approach that engages Indigenous and non-Indigenous partners in exchange and collaborative learning. ELOKA has developed a community data management system that integrates Indigenous data sovereignty frameworks into its projects and partnerships. Currently, ELOKA is assessing methods to improve support and equitable engagement with Indigenous communities and with Indigenous data sovereignty policies and principles, including CARE (Collective benefit, Authority to control, Responsibility, Ethics) Principles for Indigenous Data Governance. This assessment involves documentation of current practices and benchmarking emerging institutional and community-developed practices, with both internal reflection and feedback from partners. In this presentation, we will highlight how we currently support community data management and areas that we have identified for improvement. We will provide an overview of our methodology for this assessment and provide an outline for next steps.
