The U.S. Arctic Research Commission (USARC) seeks applicants for the
position of Senior Policy Analyst, in the Executive Office of the
President (EOP), Office of Science and Technology Policy (OSTP). The
position will be filled as a federal temporary appointment or an
Intergovernmental Personnel Act (IPA) assignment. The selectee will be
paid by the USARC and will be detailed to the OSTP.

Major Duties:
The incumbent, employed by the U.S. Arctic Research Commission, will
serve as a Senior Policy Analyst for arctic-, oceans-, climate-, and
environment-related issues in the OSTP, EOP. The incumbent is
responsible for federal programs, initiatives, and task forces focusing
on the arctic region, oceans, climate, and the environment. The Senior
Policy Analyst provides guidance to other staff on issues within their
range of expertise and directs major conceptual, analytical, and
evaluative studies designed to provide high-level advice and analysis to
be used by senior OSTP leadership. The incumbent will recommend
priorities for addressing such issues and will advise and assist the
senior OSTP staff in formulating, fostering, and where appropriate,
implementing policy initiatives in the areas of the Arctic, oceans,
climate, and the environment.

The Senior Policy Analyst serves as an OSTP liaison with other U.S.
Government departments and agencies, EOP offices, Office of the Vice
President, Congressional committees, national laboratories,
universities, the private sector, and foreign embassies and governments
on the issues of primary responsibility. The incumbent will recommend
data collection needs and requirements to meet Congressional reporting
requirements to senior OSTP leadership, will assist in the policy
development process, and will consult with outside advisory groups from
government, universities, industry, and non-profit organizations to
recommend policy options to senior OSTP leadership. S/he will chair or
serve on senior policy-level, interagency committees, such as the
subcommittees of the National Science and Technology Council, policy
coordinating committees, and working groups in the areas of the Arctic,
oceans, climate and environment, as well as other areas as required.

The Senior Policy Analyst will work with the Assistant to the Director
for Communications and Public Relations, the Assistant to the Director
for Legislative Affairs, and other EOP's offices, to include the
National Security Council, the Council on Environmental Quality, and the
Office of Management and Budget. When dealing with these various
offices, as well as Congress, press, and the public, the incumbent will
clarify and accurately communicate U.S. policies on the Arctic, oceans,
climate and the environment. In consultation with the Associate
Directors and the Chief of Staff, the Senior Policy Analyst will provide
policy assistance to other federal agencies and departments, such as the
U.S. Arctic Research Commission, to develop programs that are responsive
to national objectives. The selected candidate will represent the OSTP
when meeting with other government agencies and will participate in the
development of long- and short-range policy alternatives. S/he will
provide the criteria and framework for assessments, analysis, and
evaluations performed by federal mission agencies and will translate
long-range policy plans.

Qualifications:
Applicants should have a PhD in science or engineering and equivalent
research experience in the areas of oceans, climate, environment,
engineering, or in other areas of arctic science and ten years of
research experience beyond the PhD. Preference will be given to
candidates who have experience in the following:
- Conducting arctic scientific research and publishing the results in
peer-reviewed publications;
- Administration/management of scientific or engineering research
programs;
- Translating scientific research results into public policy;
- International scientific research in collaborative programs; and
- Government or industry experience.
